Cell swapping

Detailed placement: cell swapping. The cells are already legal, sitting in a row of slots, but the order is poor so the wires are long. Improve it with the one detailed-placement move available here: click one cell, then another, to swap their slots.

• Wirelength under target - reorder the cells so the ones that share a net (and the ones wired to an end pin) sit next to each other, shrinking the total wire under the target.
