Macro placement around fixed IP

An image signal processor (ISP) block. Three large hard-IP blocks are already placed and locked (hatched): the dram_ctl, the isp_core, and the lut_rom. Place the other 12 macros around them.

• Timing closed - critical nets under budget: the line/tile buffers near the fixed dram_ctl and isp_core, the stats engines to the clock, the mipi_dma to the MIPI interface, and the denoise/demosaic blocks close.
• Legality - movable macros inside the core, halo apart, none overlapping a locked IP block.
• No congestion overflow - keep the map out of the red.
