A network switch block. Most of it is placed and locked (hatched), and legality and timing are already green. But the routing-demand map has a red hotspot: too much wiring is piled into the crowded center. Six blocks are unlocked and jammed into that jam - the two tcam lookup arrays, the sched, the parser, the meter1 rate meter, and the cfg_rom. Spread them out to reopen the routing channels.
- No congestion overflow is the failing check. All six movable blocks feed nets that cross the center, so clustering them stacks the wire demand. Drag them apart until no tile is red. Moving one is not enough: the hotspot only clears once the whole group is spread.
- Legality stays green while the movable blocks stay in the core, a halo apart, and off each other.
- Timing is set entirely by the locked blocks, so it stays green no matter where you drop the six.
Run analysis to re-check, then Place & Route and Submit. This is the congestion-relief loop when a dense region will not route.
